In June 2004 Quintain received outline planning permission on the 42 acres (17 Hectares) immediately surrounding the Stadium.

Since securing outline planning permission Quintain has spent £36m refurbishing Wembley Arena, and a further £24m creating new public realm, including Arena Square with its interactive fountain and Square of Fame. 520 residential apartments have been completed and are being occupied. Around 55% of these are affordable. Work is now starting on the new Hilton Hotel and on new student accommodation. Detailed plans for the construction of the designer outlet retail hub and a new cinema for Wembley are also in the final phases of development, with a cinema operator already secured.

The current regeneration programme, including the outline permission on the Link Land, will deliver a world class setting for Wembley Stadium. There will be new facilities for all to enjoy plus 4,300 new homes, 8,500 new jobs and new community facilities, including a nursery and space for arts, sports and cultural activities.
